EMS ISD Updates Athletic Participation Policy for Transfer Students

Eagle Mountain-Saginaw ISD is expanding opportunities for student-athletes following a recent update approved by the Board of Trustees.

On April 27, the Board approved a revision to Board Policy FDB (Local), removing a previous restriction that prevented students who transfer within the district from participating in athletics.

Beginning with the 2026–2027 school year, EMS ISD students on an approved transfer will now be eligible to participate in athletics at their new campus.

While the update expands access, all athletic participation will continue to follow University Interscholastic League (UIL) guidelines. These statewide rules are in place to ensure fairness and consistency across all schools.

Under UIL guidelines, students who transfer may be ineligible to participate in varsity athletics for one calendar year. Additionally, UIL prohibits students from transferring schools for athletic purposes.

District leaders say the change reflects a commitment to providing equitable opportunities for all students, while maintaining the integrity of competitive programs.

Families with questions about athletic eligibility are encouraged to contact Todd Raymond, EMS ISD Executive Director of Athletics, at traymond1@ems-isd.net.

A student transfer window will be open from May 4 through June 11 for families interested in applying for select campuses outside of their zoned school for the 2026–2027 school year. For more information and to take a look at the campuses, visit www.emsisd.com/student-transfers.
